MoD issues tender for broad MORPHEUS programme support

Agreement will seek provider to oversee private sector support and sub-contract needs for key modernisation programmes undertaken by BATCIS

 

The Ministry of Defence (MoD) has issued a tender valued at between £50m and £95m to provide assistance in delivering the MORPHEUS programme and supporting other key focuses being undertaken by the Battlefield Tactical Communications and Information Systems (BATCIS) team.

As part of a five year agreement set to commence next March, the ministry is seeking a broad number of functions such as technical support services for the Battlefield Tactical Communications and Information Systems (BATCIS) group that oversees a number of defence capabilities. 

“The bulk of these capabilities are part of the Land Equipment Tactical Communication Information Systems (LE TacCIS) programme. The capabilities are at a variety of stages in their life-cycle and consequently require a diverse range of client-side support,” said the notice document.

An initial focus for the client side support offered under the agreement will be to assist in delivering MORPHEUS, which is designed to ensure next generation TacCIS capability to prevent against critical systems becoming obsolete.  The project is also intended to ensure a more agile approach to adopting new technologies that can more efficiently address changing user needs.

However, the tender notes that additional support can also be given through the agreement to the BATCIS systems engineering assurance function, dismounted situational awareness (DSA) and the Trinity project, which aims to introduce Wide Area Network capability for Land Environment operations.

In terms of the scope of the contract, the tender outlines a number of potential functions to be provided by a chosen supplier such as project and programme management support and engineering assistance that includes the development of technology strategies and quality assurance functions.

Support for training, integrated logistics, and cost estimation are other possible functions to be provided through the agreement.

In expressing an interest in the BATCIS Private Sector Support (BPSS) contract, any successful supplier will be required to detail what share of the agreement it would intend to subcontract to third parties, as well as notifying any changes to service providers under its oversight during the lifespan of the deal.

“Under the MORPHEUS Sub-programme the BATCIS Delivery Team is going through a significant programme of change to evolve the current TacCIS solution to deliver a technically and commercially Vendor Independent Open system,” said the notice.

“MORPHEUS will, in line with the Defence Information Strategy, deliver the tactical element of the Single Information Environment enabling decision support and information superiority for commanders in the Land Environment battle-space through the rapid exploitation of emergent technology to maximise user agility, and reduce delivery times and cost by eradicating vendor lock-in to become masters of our own destiny.”

According to the MoD, the timeline to express interest in participating in the tender has been set for August 11.  Invitations to tender are then expected to be sent out the following month.
